WHO WE ARE

A Senegalese Company On Senegal's Oil Corridor

SILS SA was incorporated in Dakar on 14 January 2020 as a 100% Senegalese Société Anonyme. From a 45,000 m² base on Route des Hydrocarbures — a former Shell / VIVO fuel storage depot — we provide warehousing, laydown, materials handling, industrial services and technical manpower to the oil and gas industry.

Five client facilities have operated on the base since 2021, through exploration and into the operational phase. We fund and build client facilities ourselves, so clients carry no construction capital expenditure, and we own our handling and transport fleet rather than brokering capacity.

The company is classified under Senegal's national local content law and registered on the CNSCL e-platform. Investment decisions are taken in Dakar by its own management and shareholders.

Alpha Ousmane Sy

Chairman of the Board of Directors

Alpha Ousmane Sy has chaired the Board of Senegal Integrated Logistics Services since 2022. A Senegalese executive and investor, he brings more than twenty-five years of international experience in corporate strategy, financial structuring and project development across Africa.

An economist and financier by training, he spent eleven years with the Cotecna group in Accra and then at head office in Geneva. As Senior Regional Vice-President for Africa he ran operations in six countries and drove the group's diversification into international trade services and oil and gas inspection.

Founder of SyInvestments, he backs companies in logistics, energy, agro-industry and financial services. Co-founder of the Consortium Sénégalais d'Investissement (COSENI), shareholder in Senegal Supply Base and director of Sentrak Logistics, he is helping build a Senegalese ecosystem of services to the oil and gas industry.

At SILS he contributes his experience of governance, financing and strategic partnerships. His aim is to develop a competitive industrial logistics offer, rooted in the national economy and meeting the requirements of international operators, while advancing local content and Senegalese skills.
